A decade after R.D. Olson Development first set out to replace a Sunset Boulevard drive-through with a 21-story Art Deco hotel, Galaxy Holding has filed to build a 27-story, 239-unit apartment tower on the same half-acre corner at Cahuenga Boulevard, its second high-rise play on the boulevard in less than a year.
