Primestor Development Looking to Revamp Panorama City Mall with 4.5MM SQFT Mixed-Use Project

Primestor Development is hoping to make some changes at the Panorama City Mall. According to documents filed last month with the Los Angeles Department of Planning, the development company is proposing a mixed-use district complete with commercial, retail, hotel, residential use and more. 

Plans for the 17-acre site – which is located at 8401 Van Nuys Boulevard – would include the demolition of the existing mall structures and the construction of a 4.5 million square-foot mixed-use development. 

In total, the development would include up to 3,544 multi-family residential dwelling units, 125,000 square feet of retail space – and 70,000 square feet of food and beverage uses – 90,000 square feet of entertainment uses, 125,000 square feet of office uses, 230,000 square feet of medical office and clinic spaces and a 100,000 square-foot hotel with 120 guestrooms. 

While still in the early planning stages, the residential component of the project could include a mix of market rate, senior, low income and workforce unit types. Additionally, about 20 percent of the project would be reserved for affordable housing. 

The office portion of the development would include traditional office space, but would also include recording and movie studio space. 

Restaurant and entertainment use would also provide a number of amenities at the development, including sit-down and fast casual dining options and a food hall. The project could also include a banquet hall, museum and movie theater with up to 2,300 seats. The site would also feature 146,300 square feet of common open space, including an event plaza, an outdoor concourse and more. 

Currently, the Panorama Mall consists of four buildings with 142,948 square feet of retail and restaurant space as well as a parking structure with space for 1,305 vehicles. 

The mall is located at Roscoe Boulevard and Van Nuys Boulevard near a three-stroy Walmart and adjacent restaurant. Both retail properties are separate from the project site and will remain, while the four primary mall buildings would be demolished.  

Although the project remains in the early stages of planning, city documents show Primestor Development intends on beginning construction later this year. The project would be developed in phases over the course of 20 years, with expected completion set for 2042.
