Skanska Completes $3.3MM Otay Mesa East Port of Entry Utility Construction Project

San Diego, CA – (May 23, 2024) – Skanska, a leading global construction and development firm, announced the completion of the $3.3 million utility infrastructure extension project to prepare the site for the construction of the Otay Mesa East Port of Entry between the United States and Mexico from State Route 11. The project was awarded to Skanska by the San Diego Association of Governments (SANDAG) and California Department of Transportation (Caltrans) in July of 2023. 

“We are happy to announce the completion of the utilities extension for the future Otay Mesa Port of Entry, laying the groundwork to enhance mobility and air quality between the United States and Mexico within the San Diego port region,” said Elliott Adams, Senior Project Engineer of Skanska’s West Coast civil operations. “This project relied on seamless coordination among multiple agencies, and we’re proud to have delivered the project successfully.” 

The project extended sanitary sewer systems in the area and water services for the Otay Water District, along with related services for San Diego Gas & Electric (SDG&E), AT&T, and COX Communications, to accommodate all future points of entry (POE). The project scope included: 

  • The installation of 950 linear feet of 12” water main along Siempre Viva Road towards the future POE and State Route 11, including work for duel 10” fire services, duel 6” domestic water services, and duel 2” irrigation services 
  • The installation of 300 linear feet of sewer for the County of San Diego Sewer featuring three new manholes 
  • The installation of 1000 linear feet of joint trench utility, installed within the same joint trench with extensive coordination across agencies to reduce the overall footprint required to install the conduits, including: 
  • Four (4) 5” and two (2) 4” primary electrical conduits for SDG&E with two (2) new 3316 electrical vaults 
  • A 4” PE gas main  
  • Two (2) 4” AT&T conduits 
  • Two (2) 2” COX conduits 
  • A multi-use connecter road along Siempre Viva Road for United States Customs and Border Patrol agents  
  • Maintenance for all the new utility infrastructure 
  • Roughly 10,000 cubic yards of roadway excavation, building embankment and contour areas 

The team achieved substantial completion in May 2024.
