100-Unit Affordable Housing Development Proposed for Lake Balboa

Los Angeles has seen a significant amount of affordable housing proposals over the past several months, and one proposed along Victory Boulevard is adding to the mix. A recent project submittal to the City shows plans for a 100-unit fully affordable housing development by Casa Victory LLC, a Tarzana-based entity linked to Efi Meirson.

The proposed site, situated on the north side of 15931-15933 Victory Blvd, encompasses one lot totaling approximately 0.4 acres. The plan entails the construction of a six-story building spanning approximately 61,468 square feet, designed by JZA Architecture. 

The development will feature a mix of studio and one-bedroom units, complete with centralized laundry amenities and ground floor parking facilities. Additionally, there would be 30 parking spaces.

To make room for this project, the existing five residential apartments occupying the site will undergo demolition.

The site is located in Lake Balboa, just west of Interstate 405. The property is primarily surrounded by other residential properties, with various commercial uses also close by. The project site is also just north of the Sepulveda Basin Recreation Area.

Across Greater Los Angeles, numerous affordable housing projects have popped up over the past several months. 

One recent proposal involved a 221-unit project in the city’s South Park neighborhood. The proposal from developer Eleos Ventures would redevelop a site at 4800 Main St. with units reserved for moderate- and low-income households.

In East Hollywood, Uncommon Developers is also planning to upscale a proposed project at 1023 N Berendo St. The changes would bring a fully affordable 131-unit residential development to the site. Prior to these changes, the site was planned for a five-story, 69-unit development.
