Costa Mesa Planning Commission Advances Plan for Up to 4,000 Homes at Fairview Developmental Center

Over the objections of residents worried about density and traffic, Costa Mesa planning commissioners have recommended a land-use blueprint that could bring as many as 4,000 homes to the state-owned Fairview Developmental Center, sending the measure to a City Council vote scheduled for Sept. 15.
