Horton's bid to swap 57 single-family lots for 141 gated townhome condominiums on 11.6 acres in Perris went back before the city's Planning Commission on Sept. 30, after more than a year of neighbor complaints about dust, vibration and cracked walls that have shadowed the project since its first hearing.
