HVN Development, the North Hollywood homebuilder led by former Thomas James Homes chief executive Tommy Beadel, has filed plans for an 81-unit, fully affordable and car-free apartment building at 5922 North Lemp Avenue, weeks after acquiring the site for just over $1 million.
