The San Diego Foundation and Denver-based Bear Creek Fund Advisors have formed a $100 million partnership to finance the State Street Portfolio, four workforce housing projects totaling 257 homes in North Park and Normal Heights, starting with a 38-studio building on Louisiana Street that broke ground Oct. 6.
