Legendary Development’s 18-Story Office Tower in Los Angeles Moved Forward by City Council

Legendary Development has emerged victorious in its bid to construct an 18-story office building in Downtown Los Angeles’ Arts District. According to a report from Urbanize LA, the Los Angeles City Council recently dismissed an appeal, paving the way for the structure at 411 South Hewitt St. 

The proposed project, helmed by Pasadena-based Legendary Development has undergone significant revisions since it was proposed several years ago. Originally conceived as an 11-story edifice at the intersection of 4th and Hewitt streets, the project now boasts a larger vision.

Designed by Gensler, the tower will encompass 316,100 square feet. Plans for the building include 308,000 square feet of office space, complemented by 8,100 square feet of ground-floor restaurants and a spacious 660-car garage.

Standing at an impressive 297 feet, the structure will also feature outdoor patios and terrace decks for tenants to enjoy, as well as public open space aimed at fostering community engagement. Drawing inspiration from the district’s industrial heritage, the building’s design pays homage to the area’s utilitarian style, with a concrete podium adorned with murals.

The project site is currently developed with an existing office building, two storage/garage buildings and surface parking lots, all of which would be demolished in order for the project to take place.

The journey towards approval was not without its hurdles, as the project faced opposition from SAFER, an affiliate of the Laborers International Union of North America Local 270. The appeal, centered around concerns regarding the project’s environmental impact, particularly in terms of air quality, biological resources and greenhouse gas emissions, was ultimately denied by the City Council. In October of 2023, the project also received approval from the city planning commission.
