California's Legislature sent SB 868 to Gov. Gavin Newsom on Aug. 26, a measure that would let Southern California renters and multifamily owners in Southern California Edison and San Diego Gas & Electric territory install small plug-in solar systems without the interconnection process that has long tied distributed power to single-family rooftops.
