Plan Seeks to Bring 3,000 Homes to Norwalk’s Downtown

Norwalk, a city in Los Angeles County, has set its sights on a vibrant future with the unveiling of the “Heart of Norwalk” plan. This initiative aims to breathe new life into the city’s historic downtown area through a comprehensive revitalization effort.

The plan, detailed in a report by Urbanize Los Angeles, outlines a vision for transforming Norwalk’s downtown into a bustling hub of activity, complete with thousands of new homes, shops, restaurants and more. With a focus on mixed-use development, the proposal seeks to create over 3,000 homes and 173,000 square feet of commercial space in buildings reaching up to five stories high.

Spanning across a 615-acre area, the plan encompasses a stretch bounded by Imperial Highway to the north, the 5 Freeway to the east, Rosecrans Avenue to the south and Pioneer Boulevard to the west. Norwalk’s downtown makeover is projected to unfold over the course of 30 years, with a draft specific plan targeting three key districts for redevelopment.

The historic Front Street District, situated parallel to Firestone Boulevard, is set to undergo a transformation alongside the creation of a Triangle District and a Town Square District. Streetscape improvements are also on the agenda, including the reconfiguration of Front Street into a one-way boulevard with expanded sidewalks and curbside parking.

Beyond enhancing the built environment, the plan prioritizes the creation of green spaces and pedestrian-friendly amenities. Proposed initiatives include a linear park along San Antonio Drive and the development of a Norwalk Railway Corridor Trail, offering recreational opportunities alongside the BNSF railroad right-of-way.

Moreover, the plan seeks to foster increased housing density along commercial boulevards, with proposed rezoning measures allowing for densities ranging from 40 to 80 homes per acre. Redevelopment efforts are already underway within the Heart of Norwalk perimeter, with affordable housing complexes and other projects in various stages of development.
