Mayor Karen Bass conceded the Los Angeles mayoral race to City Council Member Nithya Raman on Thursday, handing City Hall to a candidate who ran on faster permitting for developers and changes to Measure ULA, but whose tenant-friendly record has made many landlords and brokers wary.
