Ramus Development has filed plans to shrink the 124-acre California Country Club in City of Industry to nine holes and carve out an 18-acre technology campus anchored by a data center, wagering that a full environmental review, lower water use and a union labor deal can win over neighbors in a region growing wary of server farms.
