Carmel Partners’ 290-Unit Project Proposal Moves Forward in Los Angeles

In a significant win for Carmel Partners, the Los Angeles City Planning Commission has given the green light to a proposed 24-story apartment tower on La Cienega Boulevard, according to a report from Urbanize LA. The decision, made during a recent meeting, marks a crucial milestone for the real estate developer, as the project overcame challenges from four appeals seeking to halt its construction.

Last September, Carmel Partners secured a letter of determination from the Planning Department for the 24-story building located at 1050 S. La Cienega Blvd. The tower is set to offer 290 apartments, 4,100 square feet of ground-floor retail space and parking accommodations for 412 vehicles in a podium garage and below-grade levels.

The project’s entitlements include Transit Oriented Communities incentives, allowing for greater density beyond standard zoning rules. Notably, 29 of the new apartments will be designated as deed-restricted affordable housing at the extremely low-income level.

Solomon Cordwell Buenz is at the helm of the tower’s design. The design underwent modifications from its original 28-story profile, with the tower mass relocated to the southern edge of the site since its entitlement filing in 2022.

Despite the project’s approval, a coalition of labor unions, including CREED LA, Friends of South Carthay and nearby residents Andrew Marton and Elana Shrira, lodged appeals. A staff report, however, found no evidence supporting the appeals and recommended denial in all four cases.

Headquartered in San Francisco, Carmel Partners is a real estate development and investment firm founded in 1996. Since its founding, the firm has bought and renovated or developed, or is in the process of renovating or developing, more than 43,000 apartment units with an estimated value in excess of $13.5 billion, according to its LinkedIn page.
