290-Unit Apartment Tower Planned for Los Angeles’ Carthay Square Neighborhood

New plans for an apartment tower have been submitted for an underutilized site in Los Angeles’ Carthay Square neighborhood. According to the permit application, which was submitted to the City by Carmel Partners in March, the project would redevelop the site with a 290-unit mixed-use building.

According to the submitted plans, the project, which would be located at 1056 S. La Cienega Boulevard, would reach 28 stories, with residential units located on the top 24 levels. In addition, the project would include 54,000 square feet of open space, 7,500 square feet of ground-floor retail space and a three-level parking garage with space for 426 vehicles.  

According to the permit application, the proposed project will also utilize Tier 3 Transit Oriented Communities incentives. This incentive would permit a larger building in exchange for 10 percent, or 29 of the units, to be set aside as affordable housing.  

The project is being designed by Solomon Cordwell Buenz, with renderings revealing an L-shaped building with a glass tower rising above a podium with landscaped rooftop amenity spaces. Private balconies attached to the glass tower portion of the building would also act as added open space amenities. 

Should it receive approval, the project would redevelop a parking lot in Los Angeles’ Carthay Square neighborhood. The area south of Downtown Los Angeles is in close proximity to La Cienega Park. The area is also home to a number of single family homes as well as several institutions, including the Carthay School of Environmental Studies and Pressman Academy. Nearby shopping is also located just south of the property along Pico Boulevard. 

The property was acquired by Carmel Partners at the end of 2021 for $48 million. Prior to the acquisition, the property was owned by local developer Amoroso Companies. In 2017, the company had entitled the project site with a seven-story apartment building with 114 units. 

Carmel Partners is a San Francisco-based development company which has been developing multifamily properties across the United States since 1996. Nearby, the company has developed Cumulus, a 1,210-unit development at 3321 La Cienega Boulevard. More recently in December, the company also proposed a 455-unit apartment project at 2217-2227 South Bundy Drive and 2222-2244 South Amherst Drive in Los Angeles’ Sawtelle neighborhood.
