Rose Equities, Garden Communities Plan 272-Unit Residential Complex in Torrance

Rose Equities and Garden Communities are set to transform an office building near the intersection of Crenshaw and Sepulveda Boulevards in Torrance into a residential complex. According to a report from Urbanize LA, the project, known as the Torrance Del Amo development, aims to bring 272 new apartments to the area, featuring a mix of studio, one-, two- and three-bedroom units.

The site is located at 2325 Crenshaw Blvd. and is currently occupied by the Los Angeles County Department of Children and Family Services, is slated for redevelopment that will include four new buildings.The project also will incorporate a two-level, 467-car garage to address parking needs.

Notably, 28 of the newly constructed apartments will be designated as very low-income affordable housing, making the Torrance Del Amo development eligible for density bonus incentives.

Designed by Moore Ruble Yudell Architects & Planners, the complex is envisioned as a village-like space, characterized by linear buildings and courtyards. This design not only brings greenery throughout the site but also establishes a harmonious connection with the surrounding neighborhood. The architectural plan positions the development as a bridge between single-family homes to the north and the bustling commercial corridor along Sepulveda Boulevard to the south. The buildings will exhibit varying heights, stepping from three stories at the northern edge to five stories at the southern edge, with lantern-like gable roofs and syncopated balconies contributing to the overall village-like ambiance. 

Anticipated to take approximately 30 months, the construction timeline is contingent upon the approval of a general plan amendment, a conditional use permit and other necessary entitlements.
