The Los Angeles County Metropolitan Transportation Authority handed the Skanska-Stacy Witbeck joint venture a second contract to build the East San Fernando Valley Light Rail Transit Project, lifting the partnership's total commitment on the Van Nuys corridor to $2.43 billion.
