Redondo Beach homebuilder Anastasi Development Company has refiled with Los Angeles City Planning to replace a commercial building at 902 W. Washington Blvd. with a five-story, 93-unit condominium building and 30 three-bedroom townhomes, betting on ownership housing in a city where condo construction has all but stalled.
