Simon Property Group has brought a smaller, retail-heavier plan for the JCPenney end of Fashion Valley back to Mission Valley's planning group, proposing 410 apartments and about 243,967 square feet of open-air shops and restaurants at 7007 Friars Road, less than half the housing it floated with AMLI Residential in 2024.
