A 293-unit condominium subdivision on 40 acres in the first planning area of Moreno Valley's Aquabella Specific Plan went before the city's Planning Commission on Sept. 24, offering the first concrete look at how the 15,000-unit master plan approved in 2024 will translate into buildable lots — and at a density far below what the plan allows.
